Which came first the Crinoline or the Dress?

I'm at a mental standstill. I have this great Vogue pattern for a swing dress but I can't decide whether to make the dress or the crinoline first. I have the supplies for both sitting out staring at me. I'll think I have decided to do one and change my mind at the last minute. Someone please help me decide!
